Chemical Standards Exchange – “Enhancing safety and health in the industry”

The Chemicals Standards Exchange, an annual flagship seminar organised by the Chemical Standards Committee was held on 16 Mar 2021.

The event showcased various safety related standards that were published and the standards under development or under exploratory by the committees as shown below:

Exploratory

  • Code of Practice for handling and usage of industrial gas cylinders at workplace
  • Operation of drones for open plant structures and pipeline corridors for oil, chemicals and processing facilities

Recently published

  • SS 651 : 2019 Safety &Health management system for chemical industry
  • SS 667 : 2020 Code of practice handling, storage and processing of combustible dust

Under review

  • SS 586 Specification for hazard communication for hazardous chemicals and dangerous goods (3 parts)
  • SS 603 Code of practice for Hazardous waste management

Participants were also furnished with the summary of changes to be made to safety related standards that are currently being revised (i.e. SS 586 and SS 603), as well as the transition timelines to note for regulated standards (i.e. SS 651 and TR 74).

Coupled with the Chemicals Standards Exchange, the event also shared the upcoming publication of the revised Singapore Standard (SS 512) on Code of practice for the design, construction and operation of pipeline service corridors. SS 512 was first launched back in 2001 as a Technical Reference (TR) 6 which helped Singapore establish its unique network of pipelines that are connected across companies on Jurong Island.

Key changes to SS 512 include new requirements on fire water line, separation distance between piperack and adjacent company boundary, separation distance between piperack and adjacent company boundary and patrolling of Petroleum & Flammable Material (P&FM) pipelines for class 1 and 2 locations.

SS 512 is used by Singapore Civil Defence Force (SCDF) to provide guidance and best practices for the safety of person and the prevention of damage to property when designing, constructing and operation of pipeline service corridors in Singapore.

A grace period of 6 month (from the publication date of SS 512 : 2021) would be provided to the industry for the implementation of the revised standard but operators are encouraged to adopt the revised standard earlier.
