The Technical Reference 56 (TR 56) was first launched in 2017 as the world’s first national standard to prepare Singapore’s bunkering industry to be ready for MARPOL Annex VI Global Sulphur limit of 0.5% that has been introduced on 1 January 2020. TR 56 covers LNG delivery from LNG bunkering facilities to receiving ships through four modes of transfer (truck-to-ship, shore-to-ship, ship-to-ship and cassette bunkering).
TR 56 has been revised in 2020 with greater focus on the truck-to-ship and ship-to-ship modes as these transfer modes are expected to be predominant in the next few years. The local experience gained from more than 200 truck-to-ship LNG deliveries was used to update the TR. The TR 56 Webinar held on 29 Sep 2020 had more than 200 local and international viewers ranging from oil majors, LNG bunkering suppliers, port terminals, equipment vendors, consultants, shipbuilders, shipping lines to academia and technology service providers.

The local LNG bunkering experts shared the new requirements on quantity and quality measurement methods for ship-to-ship delivery to build trust and confidence in LNG bunkering custody transfer. The simultaneous operations and controlled zones requirements were also enhanced to strengthen the operational safety while improving port efficiency.
The Technical Committee for LNG bunkering envisioned TR 56 to be elevated to a full Singapore Standard, incorporating knowledge and experience from ship-to-ship deliveries that are expected to be carried out in the coming months.
