SS 660 : 2020 Code of practice for bunker cargo delivery from oil terminal to bunker tanker using mass flow meter was launched at the 21st Singapore International Bunkering Conference (SIBCON 2020) in Oct 2020.
SS 660 covers the quantity measurement and sampling requirements from oil terminals to bunker tankers during custody transfer. This standard is applicable to oil terminal that carry out bunker cargo delivery using Coriolis mass flow meter to bunker tanker.
SS 660 aims to improve assurance to the downstream bunker buyers by harmonising the quantity measurement methods at oil terminals and bunker tankers for better accuracy and inventory management. SS 660 enhances fair trade along bunker supply chain with improved efficiency, productivity and transparency.
The Technical Committee for Bunkering and its Working Group organised the SS 660 Webinar on 22 Jun 2021 which attracted close to 80 local industry players such as oil majors, oil traders, bunker terminals, bunker suppliers, bunker tanker owners/operators, testing and inspection bodies as well as relevant government agencies.
The oil terminals that carry out bunker cargo delivery are encouraged to use SS 660 in their operations. Coupling SS 660, SS 648 on bunker mass flow metering and SS 524 on quality management of bunker supply chain, the implementation of these best bunkering practices will encourage more shipowners to have their vessels call at Singapore to take bunkers with greater trust and confidence in the Singapore’s bunkering industry.
