Held on 15 July 2026, the SCIC Safety Case Seminar 2026 brought together regulators, industry practitioners and technology providers to share lessons learned, best practices and emerging developments in major hazard risk management.
I her opening address, Ms Jaime Lim, Director, Major Hazards Department (MHD), Ministry of Manpower (MOM), reflected on Singapore's Safety Case journey over the past decade and highlighted how regulators and industry have worked together to strengthen process safety performance through a risk-based approach to managing major accident hazards.
The half-day seminar highlighted the following key areas:
- Safety Case regime and its emerging challenges – MHD shared how the Safety Case regime has enhanced process safety performance across Major Hazard Installations (MHIs), driving improvements in process safety, mechanical integrity, electrical, control and instrumentation systems as well as emergency preparedness. Findings from recent thematic inspections on adverse weather events and mechanical integrity were also presented, together with regulatory perspectives on the safe adoption of emerging clean technologies such as hydrogen and ammonia in support of Singapore's net-zero ambitions.
- Industry’s process safety journey and lessons from major accidents – Mr Amit Bhatnagar, Singapore Refining Company (SRC) , shared how lessons learned from significant industry incidents have shaped SRC's approach to governance, leadership accountability, operational discipline, alarm management, facility siting and asset integrity. The session reinforced the importance of maintaining effective safeguards and continuously learning from past incidents to prevent future major accidents
- Technology solutions for enhancing process safety performance – Mr Nicholas Ang of Emerson and Mr Christophe Semaille of REschbach showcased how digitalisation, intelligent sensors, corrosion monitoring, wireless technologies, mobile inspection rounds, operational discipline tools and AI-enabled solutions can strengthen barrier management, improve asset reliability, enhance situational awareness and support continuous improvement in process safety performance.

Moderated by Er Lucas Ng, the seminar concluded with an enlightening panel discussion, exchanging views across process safety challenges, emerging technologies and industry best practices. The discussion reinforced the importance of ongoing partnership and collaboration in advancing Singapore's process safety performance and culture.
