Recipients of SCIC Appreciation Awards 2021

SCIC recognises individuals who have contributed to the development of the chemical industry in Singapore. We are pleased to have presented the SCIC Appreciation Awards to the following recipients at the recent SCIC Responsible Care Awards Presentation Ceremony held on 5 Mar 2021.

SCIC Appreciation Award – Er Go Heng Huat

Er Go Heng Huat has been supporting the chemical industry through SCIC over the past years. He is currently the Senior Consultant with the Occupational Safety & Health Division of MOM.

Er Go has been very dedicated and involved in various joint Government-Industry collaborative efforts and initiatives in building a conducive environment for the chemical industry to operate in. Under his leadership during his tenure as the Director of MOM’s OSH Specialist Department and Major Hazards Department, several milestones and key accomplishments were achieved particularly in the implementation of Safety Case regime and occupational health & safety requirements for Singapore.

His role as the Co-Lead for MOM in the MHI Strategic Committee was instrumental in supporting SCIC’s efforts to build industry capacity and capability in process safety knowledge and competency. Under his leadership as the Chairman of the MOM-SCIC Pressure Vessel Taskforce, several recommendations were put forth to the review of the regulatory regime of pressure vessels for Singapore. He was also involved in the Tripartite Taskforce, which jointly developed the Fitness for Work - Tripartite Guide for Process and Terminal Operations Shift Personnel in the Oil, Petrochemical and Chemical Industries.

With Er Go’s support, his team participated as the panel of judges in reviewing the Responsible Care submissions as well as industry capacity building programmes for Responsible Care and Process Safety Management. His team also contributed to the development of Singapore Standards for the chemical industry through their participation in the committees and workgroups.

SCIC Appreciation Award – Mr Seah Khen Hee

One of the pioneers of the bunkering industry, Mr Seah Khen Hee contributed significantly through his leadership in the standards review and development under the Technical Committee for Bunkering in his capacity as the Chairman for TC for Bunkering since 1992 and his continued support to SDO@SCIC since 2011.

To enhance Singapore’s position as the global leader in bunkering, Mr Seah led industry stakeholders in the development of the world’s first national standard on bunkering (SS CP 60) and its initiation as an ISO standard (ISO 13739) in the 1990s. He also led the development and initiation of another Singapore Standard on Bunker Surveying (SS CP 77), which gave rise to a new bunker industry sector of bunker surveying.

In 2008, Mr Seah proposed the novel application of Coriolis mass flow metering to bunkering which kickstarted the transformation of the bunkering industry. Under his leadership and dedication in the Working Group to develop the Technical Reference for Bunker Mass Flow Metering (TR 48), the standard was successfully implemented in 2016 which brought tremendous benefits through improvements of efficiency, productivity and transparency to the bunkering industry.

With his visionary leadership and the support from TC for Bunkering and its Working Groups, a trinity of bunker mass flow metering standards including SS 660 (Bunker cargo delivery from oil terminal) and TR 80 (Meter verification using master meter) were initiated in 2019 and launched at the Singapore International Bunkering Conference 2020.

In recent years, Mr Seah contributed his thought leadership and expertise to the international platform through his involvement as the ISO Project Group Leader and Singapore’s representative for ISO bunker mass flow metering standards (ISO 22192 and ISO 21562). These ISO standards were published in recent months with key contribution of local knowledge and experience.
