Process Safety Management (PSM) Seminar 2023

The Process Safety Management (PSM) Seminar was conducted on 28 September 2023. The online seminar had a turnout of approximately 150 participants.

This seminar highlighted the significance of risk assessment in facility siting. Past catastrophic process incidents like Flixborough (1974) and BP Texas City (2005) demonstrated the dangers to people in nearby occupied buildings from hazardous materials in a process plant.

Mr. Kee Zhi Yong, Specialist from the Major Hazards Department in Ministry of Manpower (MOM), shared the Singapore regulator’s perspective on Quantitative Risk Assessment (QRA). Using the QRA results, businesses can decide on the required measures to manage the risks to As Low As Reasonably Practicable (ALARP). The QRA outcomes also assist in facility siting decisions and the development of emergency response plans.

Mr. Ajay Kakkanattu, Principal Process Safety Engineer from PSRG APAC, introduced on Occupied Building Risk Assessment (OBRA). He shared the different methodologies used for the assessment. OBRA is an important part of the Process Hazard Analysis to study the impact of process safety events to onsite personnel and offsite community. The sharing helps companies understand the difference between consequence-based and risk-based methodologies, which allows them to determine which method is best for their facilities.

The session ended with an engaging Question and Answer (Q&A) segment. The speakers addressed all inquiries, offering valuable insights and clarifications across various areas.

The Process Safety Management Seminar remains a key platform regularly organized by SCIC Process & Engineering (P&E) Committee to enhance knowledge and provide insights into the technical aspects and management of process safety.
