OSH Line and WSH Bulletin: Jurong Island Vision Zero Cluster forum: Maintaining confined spaces and mental wellness

The Jurong Island Vision Zero (JIVZ) forum was held on 21 February 2022. Jointly organised by the Singapore Chemical Industry Council (SCIC), the Association of Process Industry (ASPRI) and the Workplace Safety and Health Council, the forum theme was on Confined Spaces and Mental Wellness. It was well attended with over 340 participants, the highest participation thus far in this series of JIVZ forums.

Er. Lucas Ng, Chairman of JIVZ Group, opened the forum by highlighting how confined spaces are one of the most common work environments in this sector, and involves several processes from planning to execution.

ExxonMobil began by sharing various hazards inherent in work activities associated with confined space, and the safety measures undertaken to mitigate those risks. These can include ensuring adequate ventilation, presence of residual materials, and even noise and ergonomic concerns. The Ministry of Manpower then covered fitness-for-work (FFW) and permit-to-work (PTW), two aspects of a WSH management system. FFW matches job requirements with reasonable health capacity so that tasks can be performed without unacceptable risk to workers. PTW controls and ensures safe execution of specific work activities, while also providing a means of hazards communication between stakeholders (i.e., plant occupier, PTW authority and PTW user.). Finally, Wong Fong Academy gave tips on how to spot signs of mental distress and how to render assistance in such situations to ultimately create an inclusive work environment. It was also added that self-help awareness and efforts to modifying behaviour and lifestyle could also bring significant improvements to mental health.

This was rounded off with a Q&A session where participants asked questions, for instance, determining who in a company is in the best position to assess if a worker is well suited for the work demands. There was feedback from participants that they found tips on building a company culture conducive to nurturing better mental wellbeing helpful and readily actionable.

Speakers from ExxonMobil, Ministry of Manpower and Wong Fong Academy collectively presented on the WSH concerns relating to confined space works, highlighting how mental wellness is related to WSH.
