As part of the ARCP Mini Webinar series 2022 to continue build knowledge on chemical management among the ASEAN community, the second mini webinar was successfully held on 29 Sept 2022 with more than 130 delegates from the ASEAN members states (AMS) from both the regulator and industry who had attended.
Building on to the topics of sharing in the previous mini webinar in June 2022, the delegates were provided further insightful sharing during the Sept’s mini webinars as follow:
- GHS Implementation Practices and Mutual Acceptance
Following the sharing by Vinachemia, Ministry of Industry and Trade (MOIT) of Vietnam and Environmental Management Bureau (EMB) of Philippines on their mutual acceptance approaches for different GHS versions in the June’s mini webinar, delegates were provided another perspective on how Australia and New Zealand manage their change of GHS version implementation and their experiences in the process of managing the change, the challenges to be addressed and how they are being overcome.
- Sharing of existing database/tool and resource
Delegates were also introduced to the availability of tools and resources in which they can be leveraged to help ASEAN member states in their chemical management implementation process. Two sets of databases were further shared with the delegates including the navigation:
- Basis of how to use NITE-Gmiccs (GHS Mixture Classification and Label/SDS Creation System)
Delegates were provided a demonstration through an example on the use of the NITE tools to conduct the GHS classification.
- ASEAN-Japan Chemical Safety Database
An example on how to navigate the database was provided to the delegates for an enhanced understanding.
Special thanks to the following guest speakers for the invaluable sharing:
- Ms Rianna Goodwin, Senior Associate, Regulatory & Technical, Accord Australasia
- Mr Barry Dyer, Chief Executive, Responsible Care New Zealand Inc
- Dr Ruriko Nakamura, Manager Chemical Management Center, National Institute of Technology and Evaluation
- Ms Kumiko Takeuchi, Assistant Director, Chemical Management Policy Division, Manufacturing Industry Bureau, Ministry of Economy Trade and Industry
- ARCP Guidance Document on New Substance Notification
The ARCP Virtual Workgroup on New Substance Notification (NSN) also took the opportunity to provide a sneak update on the monumental progress made in the development of the ASEAN guidance document. This would be another addition to the series of handy resource guidance documents by the ARCP for reference by ASEAN Member States to help them progress a sound management chemical system in an aligned and cooperative regional approach.
The year-end ARCP workshop will be organized on 28 to 29 Nov 2022 and delegates can expect more detailed hands-on exercise, group discussions and topics of sharing in this annual ARCP workshop.
The organisation of these regular mini-webinars is part of ARCP’s continued efforts to build knowledge and capability on chemical management system among the AMS community. The ARCP aims to establish an official platform through the endorsement on the formation of ACCSQ Working Group on Industrial Chemicals which will present as a key driver to enable the progressive transition from linear to a circular model towards building a sustainable economy for the future.
