Co-hosted by the Center for Chemical Process Safety (CCPS) and the Singapore Chemical Industry Council (SCIC), Singapore’s inaugural hosting of the 5th Global Summit on Process Safety was held at Resorts World Sentosa from 22 to 23 Oct 2019. The conference saw more than 300 international and regional participants in attendance over the two days.
Day 1
The conference was opened by the Chair & Co-Chair of the 5th GSPS Executive Committee, Mr Shakeel Kadri, Executive Director & CEO, Center for Chemical Process Safety and Er. Lucas Ng Hong Kiang, SCIC-GSPS Organising Committee Chairman.
The welcome address was delivered by Mr Zaqy Mohamad, Minister of State, Ministry of National Development & Ministry of Manpower.
The morning session commenced with a keynote address from Mr Wim Roels, CEO, Borouge Pte Ltd & SCIC Chairman on the theme “Building Industry Capabilities in Process Safety”, highlighting the importance of taking a pro-active approach geared towards enhancing companies’ safety culture. The following keynote given by Mr Tomohide Miyata, Director, Senior VP and Managing Executive Officer, SHEQ, Central Technical Research Laboratory, JXTG Nippon Oil & Energy Corporation, Japan, who shared with the attendees on the case study of “A Path Forward for Promoting CCPS Risk Based Process Safety (RBPS) in Japan”. Ms Rosfinah Bt A Nadir, CEO, Petronas Chemical Ethylene / Propylene Sdn Bhd., Malaysia, then gave the final keynote of the day on the theme “Building Process Safety Competency” and strategies on how companies can strengthen their process safety culture. Thereafter a leadership panel discussion was held with Mr Shakeel Kadri who served as the panel moderator.
The afternoon technical session featured 2 parallel tracks with the themes “Committed Culture, Process Safety Leadership” on the importance of a balanced leadership approach to achieve improvements in the management of sustainable process safety culture, “Big Data, Analytics in Process Safety” and the opportunities of big data analytics to drive improvements in process safety management, and “Enhanced Applications of Lessons Learned, Asset Integrity, Facility Siting” on the importance of working towards continuous improvements and meeting new challenges for process safety excellence.
In the evening, participants enjoyed a Cocktail & Networking Session which was followed by a Dinner reception.
Day 2
The second day of the conference was opened by Er. Bernard Leong, 5th GSPS Technical Committee Co-Chair who shared his thoughts on the proceedings of the first day with the participants. Following that, a Leadership Forum Introduction & Summary was led by Ms Louisa Nara, CCPS Global Technical Director.
The morning continued with the keynote address from Ms Beth Ballad, Vice President, Global Supply Chain, SHE, Ecolab Inc., USA. With the theme “Committed Culture and Process Safety – One Company’s Case Study”, Ms Ballad shared on her company’s experience and the importance of leadership in shaping a culture of process safety. This was followed by the keynote address by Dr Lou Gritzo, Vice President of Research, FM Global, USA, who spoke on the theme “Digital Transition in Fire and Explosion Protection” and shared on how digital technologies will play a central role in hazard management. The final keynote address was given by Er. Go Heng Huat, Director, Major Hazards Department, Ministry of Manpower, Singapore with the theme “Safety Case Implementation for Major Hazards Installations” on Singapore’s journey in the development of the Safety Case Regime.
This was followed by an Academia Panel Discussion on Process Safety and Ms Louisa Nara served as the panel moderator.
The afternoon technical session featured 2 parallel tracks with the themes “Asset Integrity, Facility Siting” on the global importance of facility sting, community planning and emergency response, “Enhanced Stakeholder Knowledge, Vibrant Management Systems” which touched upon how the synergies in promoting an effective and vibrant process safety management system, and “Enhanced Applications of Lessons Learned, + Incidents Case Studies” on the importance of fostering a continuous safety culture to raise safety awareness by having a vibrant system that is beyond regulatory requirement.
