Driving maritime digitalisation with bunkering standards - Seminar on SS 709:2024 and SS 648:2024

The Working group (WG) on Bunker Mass Flow Metering and WG on Digital Bunkering Documentation formed under the purview of the Technical Committee (TC) for Bunkering (Ambient Liquid Fuels) within the Chemical Standards Committee (CSC) held SS 648 & SS 709 seminar on 13 February 2025. The seminar showcased the revised Singapore Standard (SS) 648:2024 Code of practice for bunkering mass flow metering and new SS 709:2024 Specification for digital bunkering supply chain documentation.

Scope of standards

SS 648:2024-1 specifies the process leading to the approval of the Coriolis mass flow metering system (MFM system) that is installed on bunker tankers for the transfer of bunkers to receiving vessels. It covers metering system selection, installation and acceptance test requirements before the MFM system can be used for bunker custody transfer.

SS 648:2024-2 sets out the post-approval requirements and procedures for the transfer of bunkers to receiving vessels by bunker tankers using Coriolis mass flow metering (MFM) system. It covers the metrology and system integrity requirements, metering procedures during bunker delivery, and dispute handling. Bunker quality specifications including sampling process of bunkering are also covered in this document.

SS 709:2024 provides requirements for the main types of digital documents utilised and exchanged within bunkering supply chains, aligning with established business practices and bunkering standards such as SS 648-1, SS 648-2, SS 600 and SS 660. It also requires digital documents to conform to specific data specifications and document formats. Additionally, it requires users to adhere to defined processes for the issuance of these documents.
