Productivity Improvement Forum 2024
Background
The Productivity Council for the Process Construction and Maintenance (PCM) Sector was formed in February 2015 through the collaborative effort and support of plant owners, major process construction and maintenance partners; government agencies, SCIC and ASPRI to improve productivity in the Energy and Petrochemical industry.
The Council started its first phase (2015-2018) of foundational improvement initiatives with the Construction Industry Institute (CII) and subsequently the second and third phase from 2019 to 2024 to drive tangible productivity gains in the industry. The Council operates through several cross functional workgroups chartered to advance a specific aspect of productivity in the industry.
Collectively, we improve productivity and industry competitiveness in a structured and holistic approach that promotes continuous improvement.

- MOU Signing Ceremony: Formal establishment of the Centre of Excellence (COE) for the PCM sector.
- Productivity Certification Awards: Recognition of Tier-2 PCM partners achieving productivity certification.
- Workplace Training Centers (WTCs): An industry collaboration with ITE to enhance workforce training and development.
- Mechanization: Exploration of mechanization as a pivotal strategy in workforce productivity improvement
- Responsible Care® Programme for PCM Partners: Singapore’s unique curation of a relevant and fit-for-purpose guidelines for PCM partners in adopting the Responsible Care® programme – A voluntary global chemical industry’s initiative that drives continuous improvement in health, safety and environmental (HSE) performance.
- Modularization Best Practices: Presentation of leading practices in modularization to enhance project efficiency.
- Digitalization and Sustainability: Insights through case studies from competitive regions on adopting digital technologies for sustainable growth.
- Energy Efficiency: Strategies for improving energy efficiency through enhanced maintenance and reliability practices.
- Global Trends in Capital Projects: Analysis of emerging global trends shaping capital projects in the PCM sector
