The ASEAN Regulatory Co-operation Platform (ARCP) continues its commitment to fostering regional dialogue and capacity building in chemical management through its regular mini-webinars. These sessions bring together regulators and industry stakeholders from ASEAN Member States (AMS) to share insights, discuss regulatory developments, and promote alignment in chemical safety practices.
As the first mini‑webinar of the 2026 series, this session focused on chemical safety management for site operations, with particular emphasis on the management of major accident hazards. The webinar featured experience‑sharing from Singapore, Brunei Darussalam and Malaysia, highlighting their respective regulatory approaches to managing major chemical hazards. Speakers shared insights on their implementation journeys, practical challenges encountered, and key considerations in operationalising Major Hazard Installation (MHI), Control of Major Accident Hazards (COMAH) and CIMAH regulatory frameworks.
Well attended by around 100 regulatory and industry delegates from ASEAN Member States, positive feedback have been received on the value of learning from different regulatory models and implementation experiences. The webinar served as a unique regional platform for knowledge exchange, fostering practical understanding and cross‑learning among participating countries.
The ARCP Organising Committee extends its sincere appreciation to all speakers, namely:
- Ms Ong Pei Fen, Major Hazards Department, Ministry of Manpower, Singapore
- Mr Muhammad Syu'aib Bin Othman, Process Safety Division (PSD), Safety, Health and Environment National Authority (SHENA), Brunei Darussalam
- Kasman Bin Nasir, Enforcement Unit, CIMAH Section, Petroleum Safety Division, Department of Occupational Safety and Health (DOSH) Malaysia
These exchanges are key enablers in building a cohesive and informed regional approach on chemical safety across ASEAN. Launched in 2021, the ARCP mini-webinars have garnered significant positive feedback from participating delegates. With the continued support and collaboration of industry stakeholders and regulators in the AMS, the ARCP will remain a key driver in the chemical industry's pursuit of achieving regulatory cooperation and convergence in the ASEAN region.
