SCIC Safety Case Specialist Workshop – ALARP Demonstration
As part of SCIC’s efforts to help industry build capability in the implementation of Safety Case, a series of specialist courses on the key elements of the Safety Case regime has been developed to provide in-depth training in specific technical fields.
ALARP Demonstration is one final aspect of Safety Care in which the regulator (MHD) requires Major Hazard Installations (MHIs) to demonstrate that risks are reduced to ALARP (as low as reasonably practical). This is a new concept for Singapore and the course aims to help participants understand how to write an effective ALARP demonstration, build industry competency in demonstrating ALARP for Safety Case and Improve the decision-making principles among MHIs to select the appropriate level of risk control measures proportionate to the level of risk.
The 1-day workshop on ALARP Demonstration is aimed at helping participants to acquire the skills and knowledge in the following aspects:
- Understand the meaning of ALARP
- Understand the tolerability of risk
- Understand the concept of gross disproportion
- Learn to develop suitable criteria for individual risk
- Learn to use decision making frameworks to select the appropriate level of risk reduction measures
- Understand the options available for making an ALARP demonstration and method in which the principle is applied in a safety case.
- Understand the uses and limitations of Cost Benefit Analysis (CBA)
- Understand the steps in making an effective ALARP demonstration and producing a logical ALARP argument
Scope of Training
The scope of the training includes:
- History of ALARP
- Tolerability of risk
- Gross disproportion
- Hierarchy of controls
- Decision making frameworks
- Risk reduction measures
- Cost benefit analysis
- Demonstration of ALARP
